NO, you can not use the same Title and Description to more than one webpage. Actually, you can, but, it confuses the search engine crawlers and affect your SE ranking, so use the unique Title and Description for different pages. Using same keywords in many web pages also cause to keyword cannibalization.

For better on page SEO, you need to fill up the below basic factors:
1. Wite a google title having your main keywords within 60 characters
2. Wire a good short description including your main keywords within 160 characters
3. Write at least a headline in h1 tag including your main keywords
4. Write 2-3 sub-headlines including related your main keywords
5. Use 1 or more images using alt tags...
