    tried
    plugrush - 1/24 frquency cap
    exoclick - frequency cap 1 pop every 5 minutes

    More traffic you send from same IP you get lower cpm, if you do not care for lower cpm and trying to utilize all of your traffic, then Globaladmedia.com may be your best choice, we pay our pubs for every visitor send, though please remember more traffic coming from same IP lowers quality of traffic so its mostly bought by advertiser paying lower cpm rate.
