    A week ago I verified Paypal by adding a bank account. Then on same day I tried to add Paypal as payment option for Facebook ads. When I added the account, it showed a page where it was asking to enter a mobile number to be used for verification. I closed the window as I didn't have any mobile.

    Next day I got Google Voice number and tried to add Paypal again in Facebook ads but got error Sorry, we weren't able to set up preapproved payments at this time.

    What is this error and how to fix it?

    Forgot to mention that I have verified my mobile in Paypal and that error is still coming after it.
