I don't know those sites but I know this one also gets threads indexed in minutes.

    Sites that do so well
    • generate a lot of new content every day - news, posts, blog entries
    • probably have a webmastertools xml feed
    • get a lot of traffic from search engine queries
If you look at the situation from Google's perspective, they want to give their users fresh, accurate results so they focus on the sites that are most likely to give them valuable data.

Most of our sites can't hope to generate that volume of content and have to be happy with slower indexing.

There are two main reasons to why Google can be slow with indexing a website. The first reason is that there are not enough quality backlinks that point to the website. The lack of the backlinks is interpreted by Google in the way that the website is not important. The second reason is that the website has technical issues. The website could for example have errors and be slow.

To get your website indexed fast you need high quality backlinks. This is an issue for a newly started website. A link building strategy is important. It
don't come easy. You should create good content and have useful information. People should benefit from visiting your website. Skip the machine
generated content and stick to human generated content. Be humorous and creative. It will be liked. Don't buy backlinks. They are crap. Utilize social media. Get shares, tweets and likes on social media platforms.

I would like to add some points:

    - When creating a new post always submit the URL here:
    google.com/webmasters/tools/submit-url

    - Use Google Webmaster tools.

    - If using Wordpress go to: Settings>Writing>Update Services and update you ping list. E.g.:

    https://codex.wordpress.org/Update_Services

    Hope this helps...

Indexing topics so fast is a clear sign that this forums are considered by Google Almighty highly relevant and of good quality...

Anyone could get there, but there is really a lot of hard work behind it...

Just a quick note. The first link that OP has posted seems to be a site belonging to the European Union. In this case the indexing is fast because the site is regarded as relevant and high quality according to Google.

And don't forget forums related to your topics. Lots of quality backlinks can be generated there by forum posters linking to your site.

older/popular sites no doubt get a faster index rate.
I have a 5 year old domain, however, I do not put out alot of
content, and it may take 1-3 days for me to get in the index, and
I could cut that time down if I send some quality backlinks to the
article/post, or even backlink from a youtube video will help.....

there is also a difference between getting indexed, and ranking...
Just because you get indexed fast does not always mean high ranking....
general content with nothing in mind will rank higher, then specific
niche content so if we started to talk about "cameras", then that really
would not be relevant in search engines as this is not a camera site....

Don't expect your website, blog or forum to get indexed very quickly unless you are doing something very unique. The amount of competition on the web is increasing exponentially and the content generated every day is massive. So unless you're covering something very special and you have a website, it is quite normal that it doesn't get indexed as fast as it did in the back old good days :)

Want fast indexing of a new page? Do two things:
    1) Go to your Google Webmaster Tools and "Fetch" it.
    2) Post it on your profile in Google+ and watch it show up for the main keywords on Google's first page within minutes. I do this with every new article I post, and it shows up (usually in the top 5) on Google's first page of search results within a few minutes in most cases.
