    Did you report them?
There are a zillion sites in adsense. They do not monitor every site every day for compliance.

What happens a lot of the time is that someone has a good website or blog that they use to get approved by AdSense and then after they are approved they slap their AdSense code on some other site that does not meet Google's guidelines and rules.

Since Google doesn't check the countless number of AdSense sites regularly due to the sheer number of them they rely on people to report sites that violate their terms and they will then at some point check into it.

I have seen other discussions around the web that say that Google doesn't really check on compliance too often because they are still making money when someone clicks on an AdSense ad, even if it's on a poor site. I don't know if their is any truth to that or not but who knows. ;)

As @Agent000 has stated, Google doesn't monitor every site every day for compliance. If you report the sites that break the adsense rules, Google might review the sites in question and remove their adsense.

I agree. I also saw many sites similar to this and even worse. No content page having Adsense code.

All you can do is report them. Google may or may not take action.
