Why is this logo not clear? Font choice or the creation method?

not a Graphic Designer more of a developer/programmer

problem:
lingering issue with a logo that is not clear when scaled down, and in some use cases. Any advice on making this image/logo super clear?

more detail:

• got the logo 'made' for a client a while back. Always notice it seemed blurry in certain situations. Chalked it up to a choice in font(times new roman or similar)when scaled down.
• But more and more feeling something larger along with the logo/image.

• Capping it off: trying to use in email marketing project for the company it is really becoming problematic. (Using an ESP and uploading it)
  
• Recent redid it in an the application Gimp. Using Georgia font: trying to make it a little thicker thinking 1 scaled-down it would make it more clear. Worked a little but still not super clear.
  

Questions:

• Was it just not done right - method issue?
• Is it something with the font choice and size?
• Seems at least in part is the upload process into Constant Contact - and or the web server that is cause some of it.

 

I can see what your saying and I do believe that this could be a problem with the small writing. I would think that in cases when it is smaller it would be small hard to see and it would most likely be confused with something else.
