IMO, page load time is the most important factor, nobody likes to wait even for 2-3 seconds.
Secondly, external CSS & javascript files should be used.
Keep the website as simple as possible meaning individual service pages should have a simple title, 2-3 meta keywords & a short meta description.
Design simple but attractive infographics mentioning your services and how they are tailored according to client requirements.

You are absolutely right. If your page doesn't load fast, you are gonna get higher bounce rate so page loading speed is certainly a very important factor. Isn't it a part of a responsive web design? The OP has mentioned "responsive design" in his post.
