    The short answer: Create something interesting and tell everyone you can about it.

    The long answer:

    1. Create excellent, link-worthy content.
    2. Build relationships with influential people.
    3. Leverage said relationships to promote link-worthy content.
    4. Supplement all of this with standard link-building tasks like press releases, directory and article submission, social media marketing, guest blogging, infographics, ebooks and whitepapers, etc.

    then you've missed the point that @miguel84 was making.
    Your site will have a topic/niche/subject/industry, right?
    You know your topic inside out, it's your passion, right?
    Therefore you are the one best placed for finding the sites that are reputable and relate to your topic.
    You are the one who will know if writing articles is appropriate and which sites will find them most relevant.
    You are the one who can look at a niche directory and know, just by looking at the names, if the sites they approve are good or if they have created a "bad neighbourhood".

    Perhaps you could help us out by telling us what you have tried and what has worked so far, and what hasn't.
    without that information we'll probably just be telling you to do what you've already done.
