    Not really. It depends on the content of the website.
    i.e if I had a torrent website I wouldn't expect anymore than that per 1000 impressions.
    So 60% of his traffic is from tier 2/3 countries.

    Please tell me more about the value of this traffic.

    Above the fold should pay $0.4 for T1, $0.3 for T2 and $0.15 for T3 - especially on torrent, etc sites, as the ads tends to be more aggressive.

    If you attract low quality visitors on a low quality site you're going to get paid low quality money.
    I'm not saying it's good but $0.10 is good for his niche and visitor base.

    Hey hey hey big boy easy now....
    I had a movie streaming site with banners from PLY Media/ADK2 and EPOM as well as Matomy Media.

    Matomy paid a flat rate of $0.54 for T1 and EPOM paid a flat rate of $0.33 for T2. The both bought around 80% of the traffic. T3 was all bought by PLY.

    50% of the traffic was organic, the remaining 50% was a mix of social and refs.
