    backlinko.com is a huge help for me. even Ahrefs.com/blog and moz.com/blog they are one of my first seo blog in which i have learned tons of things from to do better in SEO. btw check out searchengineland.com as well they are SOLID in SEO blogs

    Lot of online resources are available starting books to online courses you can opt for them as said in above replies.
    SEO has two main parts On page SEO & Off page SEO.
    Start with on page SEO this will explain you how to make a SEO friendly website and then go for Off page SEO part this will explain you how to promote your website using various techniques.

    If you are just starting out I hope you can take some time to read Beginner's Guide in SEO that you can found in MOZ blog.
    It will help you learn what you need to learn about SEO most especially the basic ones. It is essential part if you are just starting out so you know how things work around in SEO. Then maybe after that a hands on experience. :)

    There are lots of ways to learn SEO now. You can try YouTube videos, Top SEO blogs/Forums also. I am sharing my own opinion and experiences here .... I prefer Local SEO and quality On-Page SEO to boost a website and I found this technique helpful. A little bit Off-Page SEO may helpful with it too but most of the time I have worked with Local businesses that's why Local SEO gave me required success.
