    You should wait about 3 months, but put up a lot of content first. Google doesn't just approve Adsense.

    As you are using blogger so, When your blog is ready for adsense, an option for sign up adsense will active on your blogger dashboard just in the earning tab.

    As mentioned above content is key, wait it out a little and then consider adsense.

    How much traffic are you getting? If your traffic is low then is it worth considering putting adsense right now? You will be disturbing the user experience for basically no money. Adsense to make it worth works with volume traffic.
