    According to me if you are targeting small business in a city then social media is a cheap & best option. But if you are targeting city & small towns both then you should consider print media also.
    And according to me in the starting stage you should invest 60% on social media and remaining 40% on print media.

    This is a question with no right or wrong answer without more details? Is your small business selling software technology worldwide or is it offering a niche service to lawyers in your community? What is the price point of your offering, your marketing budget, your audience, etc.? Without more info, you are only going to get useless information from a query like this.

    In my opinion nowadays social media is a MUST for any size of business. You can implement print media but you can't leave social media out of the equation

    That would entirely depend on the people you are marketing to. However a huge benefit to all online marketing and social media campaigns is measurability. You get a very good idea on the returns on any campaign and what adjustments you can make. There is still a place for print media though.... It does add an air of legitimacy to your marketing.

    Social media is a great way to promote businesses, online businesses and small businesses in a effective and creative way much better than print media. I read a lot about the effectiveness of social media marketing, and I believe it's a great way to promote your business on a budget.

    -readership of print newspapers has fallen by a staggering 25% in just the last four years(2010-2014)
    -magazine readership fell by 19% in the same four-year period(2010-2014)
    -ZenithOptimedia says that it expects consumption of print newspapers will continue to drop by almost 5% per year over the next several years, and magazines almost as much.
    -The amount of time spent reading newspapers across the world averaged 16.3 minutes per reader a day last year, down 25.6% from the 21.9 minutes daily average in 2010.
    -By 2017 the global average will be just 14.1 minutes a day, a 35% fall from 2010 levels, according to a new report by on media consumption by ZenithOptimedia.

    Also, print media is not scalable for businesses as there is no concise way to measure conversion rates, leads generated or the exact of exposure for that matter. You need performance based marketing to increase you ROI and know the exact amount of conversions and how to scale your business and marketing efforts.

    social media 90% and print media 10% without a doubt, Social Media has become the number one advertising medium for any business be it large or small, if handled properly you could do very well.

    Depend of your audience. If you're targeting young people then social media is the best option, But If your business is more for elderly audience then try with print media or with flyers.

    I think that both, social media and print media, have their own advantages and shortcomings.
    It is important to keep a happy balance of printed to social media marketing. Use the social side to create communities of customers, share ideas and gain feedback. Then reaffirm this with your printed marketing. Use leafleting to promote yourself and your social connections, and use posters and banners for localised impact.

    For small business Print media is too helpful because this media will bring local customer to you on immediate basis and you earning starts in very few days, if the small business goes well then definitely your business will go the heights of new horizons.

    depends on policies imposed on somearea, but if you want to spread your products globally, I suggest you to take the endorsement way, you can hire someone having a lot of Instagram followers to promote yours

    Social Media, it's the way of the present and the future. You will have much more control over your marketing strategy and budget with social media. It allows you to build a community, create engagement, etc, etc. The benefits are endless. I agree with the @anton_y a good breakdown would be 90/10.
