    Pixabay is definitely one of the best places to get free images. There's no watermark applied to the image like others do and you don't have to provide credit to the photographer if you don't want to.

    The ones suggested are great! Our designers like to make use of Morquefile and also, Deviantart.com has lots of free downloads for pics/graphics and many you can get permission from artists for usage. This option works well for free photos but if you have the money to invest in high-quality stock photos, definitely check out Fotolia (already mentioned), iStockphoto and ShutterStock and AdobeStock.
