    You cant target specific ethical group but you can set geographical location. You can set that in Google webmaster tools.

    I use facebook ads as they can be really specific, with location, ethinticity (spell check anyone?!)etc and likes/dislikes.
    Jus a quick check shows that there is a potential audience of 6,200 people on facebook in the us interested in telugu. I sure you could expand this number with more keywords.
    I would create a fan page if you haven't already got one and start advertising. Good Luck my friend!

    Yep and you can target regional users by registering a ccTLD (country code top level domain).

    First, consider your target audience in a specific region. Study their needs and expectations from the related field then use the particular region as one of your keyword to target your users.
