    A dynamic coupon site will be one that is updates each day with coupons. This is the users perspective. Sure they like flash and different stuff appearing, but they come to save money and that is what is important for them.
    Also consider developing an existing platform. I work with http://www.couponsitescript.com/ that is 100% open source.

    If you just want to test an idea for a coupon site I'd look on Code Canyon for "coupon" and try out one of the products with decent comments and ratings. You could also use one of the variety of Wordpress plugins to put something together quickly and affordably.

    You can try some WordPress plugins that setup everything for you, but you would need to pay a monthly fee. For example, DataFeedr, SellFire, PopShops, etc.
