Google is your best friend search and you will find many sites listing free templates like free responsive html templates or free bootstrap templates.

I've had pretty good luck with the packages that TemplateMonster (http://www.templatemonster.com/html-templates.php) has to offer. Not only they have an impressive collection of various themes and templates for all the popular CMS systems, but also an awesome community of people who are professional theme designers and experienced users who help and assist web design newbies like myself in creating websites.

My opinion of what you are asking for is simple... DON'T. Pretty much all the off the shelf sleazeball templates are scam artist BS made by people who to be frank, have no business building websites for others. The only people who are ever successful with these crappy off the shelf solutions are the scam artists creating them, and the whorehouse who trade in them like themeForest or templateMonster.

As evidenced by the mouth-breathing dumbass GARBAGE everyone in this thread has pointed at so far. If you know even the first damned thing about HTML or CSS you should recoil in HORROR at the outright gibberish these fly-by-night dirtbags are peddling.

Which is probably why the majority of responses so far are by substance-less me-too posters... since only complete rubes and nubes fall for such nonsense.

Admittedly, there are a LOT of rubes and nubes for these scam artists to make a living preying upon... and that's PRECISELY what "templates" are, paid or free. Nube predation.
