For those who aren't aware, Twitter has a rule where you can't follow a certain number of people until you have a certain number of followers. It used to be at 2,000, so if you followed 2,000 people you needed at least ~1,900 followers in order to follow more. Now the same rule has changed to 5,000. This means you can now follow 5,000 people with no restrictions, but you need at least ~4,500 followers in order to follow more than that. Twitter doesn't specify the exact ratio it allows you to follow after passing 5,000 followers, but it is about 10% additional following. So after 5,000 followers, you can follow 10% more people than you have following yourself so around 5,500.
