    You do realize PR is no longer updated publicly correct?
    The most powerful links are contextual. Didn't even know people still used Blogroll links(pre-2010).
    You also want niche related links if at all possible.

    Footer links are site-wide and more spammy than anything. Meaning you'll have a link for every indexed page of that particular site. Ex. 100 footer links from the same site has no benefit. 10 years ago these were common.
    Links surrounded by text (contextual) are the links you want to acquire.
