Buying Need a custom website

I need a ruffling type website. My idea is some what unique and need someone who is highly qualified to do this project. I don't have much money my budget is $$250-499 range. I would be open to the idea of a partner .

 

Raffle contest". For example

Someone wants to sell something they put it up for raffle for people to enter the contest to buy. The entry fee is what the seller chooses. We have to approve the item in the back end after. The people can submit and pay the entry fee and and write and 250 word essay to enter the contest. The seller also sets a limit for how many people can enter the contest until the raffle starts and there is a time limit until the item can get raffled.

After the item it up for sale and raffled then we choose who the winner is.
