This really depends on what type of business you are in. Generally, for hourly employees, you plan an 8-hour workday plus whatever lunch time you offer them. Starting times vary, but 8:30am is pretty typical here in the U.S., though 9:00am would be second most popular starting time. If you start at 8:30am and offer 30 minutes for lunch, the workday would then end at 5:00pm. For salaried employees, it is not much different though they will invariably be forced to work longer than 8 hours without additional compensation because they are salaried.

Your suggesting timing is best for IT industry, but when it comes to different industries, This timing not suit to every industry.

As mentioned, it does depend on many factors. A lot of IT companies are 24x7 operations, so shifts for every employee will vary.

It depends not only on the type of business but also the location. For example, law offices in New York often start their office hours later and stay open later than law offices in Chicago, even though they are in the same profession.

You need to see what your competitors are doing, not necessarily to copy their office hours but to see what seems to be working. If they close early, perhaps there is a marketing advantage to staying open later.
