    If you're 16 or 17 I believe you can, although I think there will be a limit on how much you can withdraw from the account.

    The last time I checked, you can't. You have to be 18, although many people get them way before. It is risky though, so if possible, do it through an adult you trust.

    I don't think you can do this in the US.

    Having a Paypal account means agreeing to a legal contract.

    You can't sign a legal contract under 18.

    This is purely speculation.

    Just like I had my first bank account at 16, I opened my PayPal at 16. I never got in trouble for it, but I just Googled and found that you must be 18 to use PayPal services, so you will have to wait. I'm not sure if this was always their policy, but I never got caught, and I used it often as I was selling graphic design services back then. ;)

    I opened mine when I was over 18 since you have to attach your credit card to it. For withdrawing purposes they often ask for document verification. If you're lucky, you get the account and you will be playing unsafe.

    Make a paypal account using you parents information. I don't know if you can withdraw money if you are under 18. The best thing is to contact paypal.

    You won't be able to use paypal if you are not 18 years old. That is the rule. But if you really need a paypal account there are many ways you can own one. For me the best one is to use your parents' information to register on paypal. Maybe your parents won't be happy about you using their information without them knowing what you do on the internet. So show them what you work and how you earn your money, i am sure they won't be mad at you, because you earn your wage and you are not even 18.

    Basically, they need proof or identification document which is issued at the age of 18. Thats why the require Age 18.

    There have been so many kids on this forum who were under 18 and are now in a world of trouble with PayPal that any answer saying it's ok needs to be backed up with some rock solid evidence.
    A passport is proof of identification and children can have them. They're more likely to pick 18 because in most countries that's when you stop being a minor and are old enough to enter into legally binding contracts.
    Did PayPal know what was going on?
    Were your parents your guarantors?
