Ad Networks with passback tags for a minimum CPM?

    Does anybody know of any ad networks like MadAdsMedia that provides passback tags with a dynamic minimum CPM setting? i.e. The user visits the site and the ad would lower the CPM to less than 20 cents but your ad network uses your passback tags instead and instead your CPM increases to 22 cents. The reason as I ask is because not every ad network has high eCPM ads, but can have potentially high CPM ads. So for these ad networks, the higher CPM ads would have a lower fill rate and the only way to ensure that your CPM stays at a certain minimum for 90% of your impressions is by having your ad network use your passback tag when it gets too low. Of course, the only stipulation is that the higher your minimum CPM, the more ad networks you will need to ensure one ad network will satisfy that minimum. Hence, I am trying to find more ad networks with this capability.

    ValueViewMedia has a floor pricing that you can set. I've just started using them (along with MadAdsMedia).
