What's The Best Forum?

I'm looking to start a unique forum, but I'm not sure which is the best out. Anyone know? Ultimately I would like to change a few things and have it set up so that whenever anyone posts it's a TL on the homepage sorta like Twitter. Is that something I'd have to hire somebody to do? If so, would I need a website designer and programmer to do this? Any and all advice would truly help. Thank you.

First of all The Best Forum Software:
I personally used vBulletin and its a great software, but i recommend using XenForo. Its clean, light weight and huge support for custom programing.

    For Customizations :
Yes you need to hire a coder to implement your desired functionalities in your forum via Theme OR core programing.

Thanks @xXxpert I appreciate it. This is a XenForo forum isn't it? Quick question, maybe you know the answer to this one too. What about an app that has the forum community feel? Any suggestions?

Xenforo takes my vote, many forums are now moving from vBulletin to Xenforo.

Yep, Xenforo if you're ok with paid software. Vanilla, or SMF or myBB or phpBB if you want a free software.

Why not try some of the more modern softwares like

    1. https://nodebb.org
    2. http://www.discourse.org
    3. https://codoforum.com

All of them are free .

Probably IPB, the suite might be useful, in my opinion.

I find that the free ones are either backwards (E.g. lack of alerts, mentions, plugins, etc. in phpBB), incredibly buggy (Discourse. Depending on what computer I use, it will whitescreen and be completely unusable) or have some other problem (NodeBB's messy index).
At the end of the day, you get what you pay for.
