For PPC you need to learn more about Google Adword Tools, and I will suggest you to create a website first and then go for PPC. I am sharing with you some useful links, from where you can get deep knowledge on Pay Per Click,

you need one website to make money.

    1) First choose your niche
    2) buy a Domain & Hosting from namecheap.com & hostgator.com
    3) install wordpress.org or joomla .

Then use adsense to monetize your traffic

Google Adwords costs too much. Also, they don't allow affiliate links and landing pages. It is important to test your market out with affiliate products before investing in product creation.

I recommend Bing Ads to start out. You could also try out Safe Swaps, which is basically solo ad advertising.

To earn with PPC advertising you need several things:
    - A high-volume traffic website or a highly-targeted niche website.
    - Understanding of your audience specifics
    - An ad network, which suits best to your audience specifics.
Also it is better to try several networks, before you find the best performing one.

Please do not ever say that Google AdWords costs too much. You set budgets on both CPC and overall ad spend. That's pure nonsense. AdWords is the most powerful PPC tool available if only that Google controls nearly 70% of the search market. You'll waste more money trying to get traffic from Bing (17% of the market share) than if you had just gone with AdWords from the start.

Since you are a beginner then you are going to need to hire someone to do it for you, plain and simple, less you want to risk losing money. You'll need a website obviously and unless I know what your business model is then I cannot comment on the process of going about marketing it.
