What I advise you do is that, find High traffic blogs in the fashion niche. Ensure that the blog is such that has a whole lot of activity whereby people comment and there is a whole lot of interaction.

Keep track of such blogs and when there is a new post, strive to always be the first person to comment. When you do this consistently on some couple of blogs, you will be amazed at how the visitors will be siphoned to your site.

In my experience through a site I built for my wife in branding her makeup artistry is to start a blog and write content everyday about different fashion tips. Utilize photos and utilize the power of videos. Doesn't have to be professional videos but just clips on different fashion trends and celebs. Link them together somehow(that's a whole another topic to explain) What has worked well for my wife's makeup artistry is videos. Showing the different tutorials and promoting her site on there has brought local clients for her and followers that engage with her on the topic. Also, utilizing trending fashion looks and making a simple video explaining in her own way how to do your own look with the makeup that women already have. You could maybe target a segment of the fashion market where you could just focus on content that caters to those that are budget customers of fashion and at the same time have content for those who look for the next fashion trend.

 

Write unique articles about fashion & post them into various Forums. Or you may post some comments into various Q & A sites. they may help you

 

I am facing the same dilemma. We are focusing on getting to anyone that has a large audience. Apart from trying to get into blogs, use facebook, twitter. E.T.C. You could reach out to your hometown newspaper or newspress and have them run a story on you. I am currently in the process of doing that

If you have a large budget to spend....PPC through adwords, big, facebook, etc will allow you to target your ad placement effectively.
