Own incentive CPA Network (Content Locking) (Software?)

    Hello,
    We are looking forward to get into the CPA business. Our plan is to create a new CPA Network for people who would like to lock their content. We have a budget of $XX.XXX and would like to get the right "script" or software.
    I have already heard of HasOffers, DirectTrack, Cake and LinkTrust. But those do not include content lockers etc.
    How is it possible to get a CPA Software done with content lockers and more tools? Should we let developers build the software completely from scratch or is it advised to use e.g HasOffers and code the content locking network ourselves and use the API?

    Examples: CPAGrip (Custom Coded), AWM (Custom Coded), CPALead (Custom Coded)

    Isn't that better that you cut all the trouble and contact CPALEAD and ask them to lend their platform on some very thin margin in offers rather than going for a custom coded one?
