Resize a stock image from smaller or larger dimensional size?

If a stock photo needs to be resized what is the preferred way to do it?

Buy a smaller dimensional size and resize it from that, or buy a larger dimensional size and resize it from the larger one.

For example if I need an image at 500x331 and the two nearest in size to purchase are:

    426x282
    851x564

Get the bigger one. If you try to make a smaller size bigger, it could become distorted or pixilated.
