    Firstly make sure visitors get something interesting while visiting your site. And obviously link some other site with your’s.Don’t try to be clever & don’t create duplicate pages. Follow these steps:
    Keywords
    Think about the words users would type to find your pages, and make sure that your site actually includes those words within it.
    1. Make a site with a clear hierarchical order and text links.
    2. Offer a site map to your users with links that point to the important parts of your site.

    Don't annoy Google
    1. Don't send automated queries to Google.
    2. Don't use unauthorized computer programs to submit pages, check rankings, etc.

    When your site is ready
    1. Submit it to Google addurl
    2. Go to Google webmaster and submit Site map..

    I add also useful content for the specific audience you have. As example technical content, if the audience is made of tech guys. It's useless the quality content if it's not useful for your readers.
