    Can I put the promotional text in a title tag and snippet of the Google like we put that "get web design in 1 day", "in just $99" or like "50% discount". This things are violates the guidelines of the Google or not.

    You can use what you want in the titles text of your website, but take into consideration your SEO, if you manage to use something "promotional" without loosing your ranking it could highly increase your CTR.
