Neither of those statements is true. They are hyperbole generated by people who misunderstood what he was saying and went running around, screaming falsehoods at the top of their lungs.

The truth is that Google is against crap content, spewed onto random sites with the sole purpose of generating links and traffic. They promote high-quality content that serves a purpose other than generating cash (and which they can sell ads for, of course...).

If you post excellent content on a reputable article directory, it's a good thing.
If you post a really interesting, useful article on a well-known blog, it's a good thing.
If you buy a spinner and vomit nonsensical bollocks all over the Internet, Google will slap you.

It's really not difficult to understand. It's just very hard to put into mathematical formulae to game the system (which is, let's face it, precisely the point). That's why all the "gurus" panic every time there's an update: because their neat little systems no longer work and they actually have to produce decent sites, rather than the crap they've been throwing out for so many years.

I also really don't understand what actually Google wants. If they are so concerning about spamming and poor quality, then what is the reason to give a penalty to Myblogguest.

It's paid links, without paying. Automated matching systems will always be viewed askance by Google, as they tend to the impersonal and spammy. There's a huge difference between contacting a blog, proposing a guest post, hoping they agree and writing something useful to picking a list of a dozen blogs off a site and spamming them all with an article or two to get traffic and exposure.
