How long has the site been up? SERPs can be wild for a couple weeks if it's new.

Work on building natural links, dripping it out over a week or so.

If I understand this statement correctly, then it seems like you believe backlinks are the issue, and you may already know why. As far as which "submissions", we cannot answer this. Having over 12 years SEO experience, I can say that most if not all of your "submissions" are the problem. If I misunderstood this statement, my apologies, but the premise still stands,

Google has rolled out 2 (atleast) major unnatural link warnings to Webmastrs in the last month. Do you have your site registered with Webmaster tools? Did you receive a manual penalty?

Check latest Feb 6 page layout algorithm, you will get the answers, google has changed the search results.
    And
you said SERP getting down, before how much it was, now what is the rank,

SERP changes will take a long time, suddenly it wont decrease and high.

I suggests you to update your site with new content and then see whether it helps or not.

Assess the domain first: check for duplicate content or penalties. Since the ranking is 'going down' and not a sudden massive drop it's probably not a penalty.

SEO is something that takes continual monitoring - just because you rank today doesn't mean you won't be outranked tomorrow or that Google won't bump you after a change. If you're keyword is even remotely competitive then you have maintain a ranking.

Build natural links, add more content - give people a reason to come, and come back.

It's almost natural that rankings drop gradually, if you don't actively work on the site. Do you update it regularly? Are you monitoring competitors? Try to understand who is ranking better than you now and why.
