    How Do I Notify Google That I Have Been Spammed With Backlinks...that someone has submitted my brothers site to many low quality sites that probably have a bad profile as well and are linking back to my brothers site

    I'd recommend using disavow tool.

    Call 1-8-Google-911 tell them it is an emergency call and to put Matt Cutts on the phone.

    You can't. Time to start removing the links NOW! Use a service or do it yourself. The sooner you take action the sooner you prevent a problem.

    Me also went through the same problem. Later it was discovered that one of my competitor was doing the bad link submission. The sites which he submitted our links where including porn content and some Viagra selling sites with bad reputation. Only thing left for us to do was find out all those links and submit for Google disavow tool. And as you may know it takes months to be taken an action upon it... We filed a complaint to the Police Cyber cell and we named the person we had doubt on. He owned those sites, and we submitted some proof to the police about it. The police acted quickly even they don't know who Matt Cutts was!!! the result was amazing. That man (an SEO) was called up on to the police station and in minutes the police was able to get his confession.. He removed the back links and even deleted those sites. Our rankings came back quickly and performed even better..

    See you got another Tool which works faster than Disavow !!!!

    Sending mails to those site owners may work for some sites..

    Sounds like you guys have a great Police Cyber Cell.. How did they get him to confess ? Did he get any punishment from the court of police ?

    Yes, I think this is the best way... Contact personally the webmaster and kindly ask him to remove your website from their. :)

    It worked for me at the ratio 2 out of 10... I submitted the rest 8 for disavow...

    Even we were surprised. Some of those proofs that we submitted to the police worked well. This made that guy confess. I Don't think the police could have done that with out the proofs.
    I shared this to show that internet anonymity won't always work and sometimes you will get caught red handed....
    The case has moved to the court....
