I am doing the seo of the website and My question is Google webmasters give any type of notification before the penalty on the website or it take the penalty on the website without giving the notification in a Google webmaster tools.

 

Yes and No,Sometimes you may receive but sometimes you may not. This is because of three reasons.

1. In order to make your site more trustworthy and user friendly google has elaborated their learning center for webmasters. So try to make your website perfect according to their guidelines.

2. Now google has own vast number of web pages and they cant send you each and every error that happens in your website. So don't depend on google.

3. You may also get up to date information online every day. So be prepare and use it out not to get penalized in updates.

 

If you are building a website for people Google will not do anything. But if for search engines then you may get penalized and there are chances you may not get informed earlier.
Remember Police doesn't ask the thief before countering him.

Google notify in manual penalty , but for major issue they never notify. If your spam level is low and you just can recover fixing some issue then they do manual penalty and notify on web master

 

If you received a penalty for unnatural links Google will notify you via Webmaster tools.

However if you received a penalty because you are building links that are also unnatural you can have an algorithm penalty! It really depends on how many toxic links you have.

Yes, if they have penalized your going to receive a message on your Google webmaster Tool that states why you have been penalized i.e. content, link etc.
