Yes Link Building still works but its depends on how you do. Are you still building links through articles, directories, bookmarks? If you want promote your affiliate program then first you have to write awesome content that benefits your audience like reviews, features, updated offers, internal linking to targeted page then build quality links through contributing to blog, infographics, sharing your page.
