In my experience, for the past few years, blogging has been my bread and butter for off-page SEO. The best backlinks you can get to your site are from high authority, relevant sources. Blogging gets you an opportunity to choose the source of your backlinks and the content.

For example, lets say your niche is "juicing".

1. Seek out blogs with a Page Rank (PR2 or higher) that have to do with nutrition, vegan diets, alternative living, etc.
2. Contact the owner and ask if you can guest post.
3. Write a compelling article that is relevant to the topic of their site and their readership, while finding a way to talk about juicing as much possible without disinteresting the blog owner.
4. Include a backlink to your site

Blogging - well it depends, if you are writing low quality content that it does not improve your SEO but if they are high quality articles then yes.

Blogging in my opinion can play a major factor in SERP rankings depending on the level of competition or the quality of the content.

It took me close to 40,000 words before I had any breakthroughs with SEO. I recommend if you want to go down this road to really plan out the steps you are going to take and understand the level of competition in your niche because as I'm sure you know if you are not on the first page you dont exist.
