    Nobody will sell you site in this way. If you do not buy the site after approval, website owner's AdSense account will become at risk as after that he/she have to use their own AdSense code.
    Check for everything (Traffic, earning, quality of traffic etc), Buy the site after that apply for AdSense or whatever you do I don't care.
    If you agree in this way, I can sell you one of my site (if your budget is adequate enough).

    I think you will have to start fresh website as google detect the websites already setup and has run the Adsense ads on the site,
