SEO is of two types "ON page and Off page" and the first part of SEO is on page. All the activities as quality content creation, title tags, meta tags, H1 tags, alt tags, image optimization etc come under on-page SEO, so I would say just create a website, validate it through W3C, optimize your CSS and then research latest techniques of doing quality SEO before starting your SEO campaign.

It is a process of validation the website code i.e. it must follow the formatting standards put up by the World Wide Web.
