I'm trying to do flat design but my designs don't look professional. Here is an example, the top row is my second attempt.

These designs were done in Photoshop CS6. Is this the correct software to create icons? As you can see some of the icons are blurry. Am i doing something wrong in Photoshop or should i be using Illustrator for creating icons? Also any tips on icon design would help, i need to master this for website design. Thx.

Yes, Photoshop is the best choice! With what tool you have created these icons? Brush or using lasso tool? In case of any help, let me know. I would like to help you or give you some advices.

They are blurry because the are pixels you need vectors if you want clean images like that. Illustrator is vectors.

You can use both Photoshop or Illustrator, it would be easier to do that with Illustrator because that software is meant for vectors but you can create them with photoshop as well.
One thing to make sure is that the icons are blury on photoshop as well and not just on the image that you save, there is a small chance you saving that image in a low quality and because of that it's blury.
You should also know you can resize pixel image and make it bigger then what it's so as long and you do the resizing right you should be ok.
