    Actually, you can buy visitors from the U.S. using Google AdWords if the landing page has AdSense, but the page must follow the AdWords TOS requirements of having content that is original, transparent and high quality.

    What you can't do is make money from it. The revenue from AdSense is not enough to justify the cost of buying ads via AdWords. Google is too smart to let you make money while it loses money. Why would it take $10 from an AdWords advertiser and then give $15 back to the same person via AdSense revenue?

    You are better off buying Adwords traffic and trying to convert that traffic into repeat customers, social media followers, etc., and then get advertisers who pay a lot more than AdSense.

    Cheap shot. That means the dozens of large sites I have managed since the beginning of AdSense should all have been banned 10 years ago.

    It wouldn't be them paying out though, it's other Adwords advertisers, Google get their cut regardless.

    Greg, at the end of the day Google reports to Wall Street that it had x revenue and y expenses. Regardless of who is paying, Google is still taking in $10 and paying out $15.
