Preferrably use wordpress for CMS or blogging sites. On the other hand, use dreamweaver with CSS/HTML or PHP MySQL developing technology sites.

Use Notepad++ as the editor and HTML, CSS, JAVASCRIPT, and PHP for the programming languages. If you need your website to have a database, you can use PostgreSQL. ;)

There is a difference between CREATING and ASSEMBLING a website.
Drag and drop is never going to take you anywhere in LONG RUN of web designing world.
Learn html + css and use Dreamweaver.
There are lot of SITE Builders present over internet, usually supplied by your hosting provider (if decent provider is there) as well.

Using a software is not the best way to make a website, make it as your own, while doing the website, you will learn a lot of things. But before creating websites, you must master the basics and advance as well.

Apart from the solutions that were shared by fellow members here, there are various other free website builders available too which allow small business owners to create a professional website. I recently used http://www.webstarttoday.com and found extremely easy and comfortable to use. It also offers a lot of features like attractive designs, content, uploading of images and videos, photo gallery, SEO, monitoring, hosting, domain name purchase etc.

I learnt the majority of what I know from tinkering around in Wordpress for a few years. CSS and HTML are easy to learn. If you wanna build a nice looking website quickly, it's the most popular CMS.

OUCH... so... you never actually learned HTML or CSS properly?

Just saying, in terms of learning HTML and/or CSS turdpress is the LAST thing anyone should look at, given you have to gut damned near everything it does (including stuff it shoves down your throat outside the templating system) just to drag it kicking and screaming into the PREVIOUS century.
