    If you get any critical message from google webmaster and your site is loosing traffic & ranking then probably your site have got penalty from Google but before that no worry for this.:)

    Just remember the following things when you are doing optimization for your site:
    1.Do not put much keyword in the meta tags & header tags.
    2.First give preference to the relevancy then consider keywords. Suppose you are doing optimization for a saree product named "Abc" .Now you should mention the name "Abc" first in the title tag (may be it doesn't have any search volume) then we can insert the keywords for better optimization. But the product name always get the preference here.
    3.Do not write keyword rich content write only content that will convey proper information to the user.After Humingbird update informative content is getting more value.(Google always try to give his users the best information).
    4.Daily check webmaster & analytics for sudden traffic drop
    5.Check the technical issues also (monthly once)

    Follow the above steps & don't panic for this.

    I don't think that there is a special tool for that. You have to consult somebody if you need the exact advice.

    There are several courses online to be an SEO expert. But to become an expert in real sense you need to learn and understand things your way by doing them yourself. I have made $1000+ till today along with my brother without any course all by myself.
    Internet is a great resource to utilise.

    To start just Google SEO.
