    As you know, Google Penguin actively struggling with low quality links to your site and can penalized your site in search.

    What do you think about this?

    On the one hand sites that promoted with links from substandard resources (i don't mean spam in this case, just low quality links) quite often penalized in search results.

    On the other hand - I can provide many examples of sites in the top promoted by spam comments, spam guest books and no Panda or Penguin does not affect them.

    Whether you buy(place) low quality links in current realities?

    The latest Google update was hummingbird, and not Penguin (it was on 2012).
    Now for low quality links Google is taking more intention to that y of links, be sure that all low quality links will directly affect your site ranking and risk its index completely. Browse some google news and you will understand that all quality links will be found as "spam" and you know what that means fr google. My advice 10 good quality links are better than 10 000 low quality links.

    Very well said!! When creating backlinks, try to keep them relevant and high quality. Low quality links will hurt your SEO efforts and they will get you very little traffic if any at all.

    If this is the case, does this mean I can run a spammy, low-quality backlink campaign against one of my competitors sites and expect it to get penalized?

    My friend, i know very well about the latest Google update.
    However, nobody canceled Panda and Penguin.

    Panda fined for substandard content, Penguin - do deals with low quality links.
    The latter algorithm Hummingbird - generally refers to another category, it works with search phrases and lonhtail keyword.

    It's not the worst punishment.
    If you have received a letter of inorganic links to your site and lowered for key phrases - it would be much worse.

    I think if you do a lot of really low quallity links to competitors site and write "Report Paid Links" in Google Webmasters - it is quite possible.
