If your site get less traffic & less page views then the visibility is less & the chances for getting genuine backlinks are less so you too don't try to build links at this time. when traffic increases you can build according to the visibility. For ex: if you get 100 visitors per day then build 3 or 4 links each week and differ the frequency of building links too.

we can consider sites with PR 3 and Up but then its not always about the PR

 

I think 5 to 6 Links per week. But Its should be relevant and High Quality that means High PR Sites. And create link different IPs.
