Lots of different webmaster forums will allow you to advertise your service/product, however it will take some time as most forums want you to contribute to the forum community before posting advertisements. Join multiple forums in your field, post relevant and useful comments and build up your profile and show that you are reputable, then advertise as needed. As a web designer, it would be good for you to have a portfolio to show potential customers your previous work as well.

beside this, you can use many services on-line on different websites that provide a super class of templet, etc. if you can also make profile on freelancing site like odesk or elance.

If I were you I'd post my ads on craigslist, backpage and I'd definitely try fiverr.

Having said that, however, I'd encourage you to find a real, local part-time job. Even if you can make money as a free-lancer, it is never going to be enough unless and until you develop a large customer base.

You can use Craiglist.. and feel free to make use of the FREE Social media sites like Facebook,Twitter and Google +. Do the soft selling and build relationship first.

You can sell your service on some micro-job websites like: seoclerk, fiver, odesk or freelancer. The tips I can give you is firstly sell with low price, than offer up-sell to boost your income. You can try with fiverr first. I personally don't like freelancer or seoclerk since you have to bid to be accepted by the buyer - it's time-consuming.
    Good luck!

I suggest working hard and trying all the suggested places. You will never know which ones will work for you at first. Then stick with the ones that bring you busines. It also doesn't hurt to find a few local local websites that are bad and offer to redesign them for owners to you have a portfolio so show. You can also also ask them for referrals in exchange.

You can sell products made by you website or put an ad in the forums that are allowed to do that.
