You mean overusing the same anchor text? Yep, definitely wouldn't over do it, if that's what you mean.

 

Yes, it's spam. create a "natural" backlink profile, by varying the anchor text for each backlink. this will get you much higher rankings.

 

Google is flagging anything that looks as if it's artificial. And, realistically what are the chances there would be 1000 backlinks pointing to the same page or website using the exact keyword phrase? Isn't it better just to vary up your anchor text for backlinks, even just a little? Most people are going that direction now anyway. So long as you use your actual targeted keywords in your comment or post (not just your anchor text), then it will be associated with the site being linked to.

 

Of course it is a Spam, You can share the same Anchor text in social media like Google+, twitter, Facebook apart from you can change the secondary keywords(long tail) as the anchor text and target to the same URL . but do it wisely
