i use attracta to submit my site map to all the SE. what method are you using to submit links?
are you using a proxy or something?

where are you getting the movies and content from anyway? I see many times in google they have something like "removed due to DMCA", maybe there was a complaint over your content which made you have a penalty?

get a lawyer! Look what happened to TVlinks, only provided links to movies (which was legal in his country) next thing you know he is being extradited to the US for copyright infringement.

Right now at this stage, dont worry about your site, worry about how to stay out of prison.

One reason could be due to as you might be just providing the links to third party (especially movies) and there are no valuable contents on your site.

You overdone and Google don't like people to submit or query their servers too many times in a given of period.

Also I don't submit anything to Google. You build links, Google will notice you, no need to do any submission at all. This is my 2 cent

Most of the times that message comes up when you're running one of those free movies or free music download/list sites. If that is what you do, you are in the penalty box and the site is toast. Without a link, nobody knows.

Have you check your webmaster tool, Google may sent any message or check your back-link whether you got any links from unwanted sites

I'm afraid proson is right. There is no real need to ping Google about your site all the time. Once your homepage is indexed, just make sure there are links to other pages of your site, create an xml sitemap and Google will take it from there.
It could be (just a wild guess) that you were penalized because sending to many automatic queries to Google violates their terms of service - I'm talking about your first site.
Anyway, i would now audit my website, see if there are messages in Google Webmaster Tools and file a reconsideration request if there was a manual penalty.
