    I had a great mascot done on fiverr recently; was really happy with the result even if it took a bit of time and the communication wasn't the best. Having said that, you often get what you pay for so don't think you are always going to get something super-fantastic for five bucks. (I normally go with the extras and multiple gigs)

    I also recommend Inkscape, as it is free and very easy to use. It is also a vector program which is important if you want to be able to resize the logo. Only criticism is the fonts seem a tad blurry sometimes, maybe mainly on smaller fonts... but it is not glaringly obvious.
    Paint.net is a good program too(which I use) but that is for editing.... for drawing logos or anything else complex I generally use Inkscape -and would recommend it over Illustrator for logos as it seems more fast.... maybe Illustrator is better for other kinds of drawing... not sure, this is all just my opinion.

    According to my opinion, it is better that you will hire the expert man for logo designing. It is not costly for you if you are looking for website. If you are looking to become professional Logo designer then Adobe Illustrator and Coral Draw are better then others. If you can do some Google search, You will find lot of companies that are offer such type of softwares but these are best
