Also clarify whether: you are using original content or spun content on the web 2.0 pages you are building second tier links to those web 2.0 properties or not how many posts you have on every web 2.0 blogs you create (whether a couple of posts only or a lot more) Your experience and feedback can be helpful to all.
I still use it and see good results! 1) ALWAYS unique content! 2) Of course I use tier2 backlinks to boost my link juice. 3) In every web2.0 blog I have about 5-10 and in some of them 15+ UNIQUE articles (300-400+ words!) This is for BEST results!!!
I use web 2.0 sites for link building purpose, and I treat them like a real blog, and they give some traffics to my websites too.
I would like to say that Web 2.0 is one of the best and popular way of Off-Page Optimization. With the help of it you can create a Sub domain website. But if you want good and positive results then you must have to use Unique Content and also change it frequently with proper manner.

I will give you an example: 1) You have a ready website (let's call it yoursite.com!) 2) You build 3-5 blogs on FREE platforms (let's say Blogger, Wordpress, Squidoo and Hubpages!) 3) You use your MAIN keyword from ALL these blogs (once per blog!) 4) Then you build backlinks NOT to your homepage, but to THOSE blogs (Blogger, Wordpress, Squidoo and Hubpages!) 5) Google will count those backlinks to the blogs and then you will get LINK JUICE from them and you will rank higher... If the keyword is strong, you need MORE blogs (not 3-5, but let's say 7-8!) And don't forget that for best results, you should use ONLY unique content!!!

Yeh still working, I personally prefer to buy my own domains and set up network sites on them. If you are strapped for cash for your link building campaigns however, 2.0's provide a good free alternative. Always a good idea to build another tier of links to them as has already been mentioned.
Web 2.0 is very good and effective off page seo technique. there are 10-15 unique posts in every blog. it helps to rank the keywords in short period of time.

It seems though that Google doens't like web2.0 sites as they did before. When searching for specific spammy keywords like cheap ugg boots or other replica products from china you don't see any web2.0 sites that ranks at all. Seems that Google have has finally managed to stop these china based spammers at last.
