Well, so far PR still counts. But Google hasn't updated it for about half a year, so there some talks about this factor being devaluated. But so far it counts.
Well, PR is not as such important.. PR is just a reputation of the website.. If you are getting good visitors and you are earning from your site.. Who consider a PR... For a good PR your content should be unique, you need to have good quality backlinks.. few good quality links are enough to give you a good PR for your website... Just do honest and quality work and have patience.. You will have a good PR soon..
PR tells how trustworthy and importnant your site is. Anyway dosnt really matter what PR you have, it will raise after time, if you blog will be active and have good content
Counts for what? I do not care about PR, people try to sell me ads to sites with PR, but PR does not mean you have more traffic, or the quality of traffic is better. I have many sites with PR and many with 0 PR. One of my busiest sites was with 0 PR and it made me the most money since it was quality traffic and linked high for certain terms in google. So I have no clue what it "counts" for.

I have seen some really crappy looking sites with high PR. And quality for who? Google? Why does the quality matter? I think traffic is the only thing that matters and PR does not bring any more traffic in my experience.
