link building is still important. just don't spam the internet with your links. try to find sites that is relevant to your site. also, focus on social media and writing quality content in your site.
As per my experience in SEO field, Link building is not at all DEAD yet. But yes this is true, that the pattern and the quality of work has been increased.

Try to build Awesome content and market it rather then building links. Find the best content written in your niche and make something 10 times better piece, which is up to date. Find people who already links to the previous best content on your niche, contact them and ask for a link-back. This way you can gain Highest quality links without penalties.
Backlinking will still be an important factor for SEO. Without backlinking you won't rank your site Period. Unless it goes Viral and people backlink it for you naturally.
Linking from high PR + revevant site is still very important. Also you have to diversify your ancor text, don't use only your keywords.

Read out this : http://www.stonetemple.com/link-building-is-not-illegal-or-bad/ I don't know why people think link building previous process has gone but I think, quality back-links from high PR sites can give more effective result for a site rank. Such as reddit, digg, delicious etc social bookmarking sites are still alive, directory sites also alive, article submission at ezinearticles not bad. So why we easily say link building is gone?
My dear brother, who told you that submitting your site in sites like digg, reddit, delicious, etc. will be counted as link building activity? Well those are quality social bookmarking sites, and we can not submit any link over there. We will have to first create quality post of that type which community over there like and then only we can be able to get results from there.

The purpose of using links in signature is not for link building, I am using them to get some visitors to my site. After all we all are doing link building but in an indirect way. Plus also know that these links at signature are nofollow links...
